Town Council Admin & Welfare Meeting 7th July 2003
Matters
of particular interest: Town Councillors present: R.G. Atkins, S.J. Barrow, D Cooper, M Williams (Chair) Chair Cllr Marion Williams regretted the fact that numbers attending the Welfare Subcommittee part of the meeting had fallen, such that this would not be held on this occasion. The group had several useful functions in the past. They used to look after old people, and kept a register of every lady over 60 or man over 65. If someone was ill they could check these records to see if there were friends or relatives to help, and if there none they could contact Social Services. They also use to cook Christmas meals for the elderly. In the past there had been representatives from the Red Cross, Inner Wheel, Rotary, Volunteer Centre, Women's Guild and Sett Valley Medical Centre. They had dealt with varied problems, such as taking up the case of an ambulance being delayed 45 minutes. Cllr Williams made the invitation to anyone willing to attend these meetings - 3 per year for around 45 mins each. There are always people who need our help. The Town Hall has a bank of wheelchairs, bed rests, bed pans, walking sticks, frames and crutches available for loan. Wheelchairs have been borrowed by people going away, or even by the nurses from Sett Valley Medical Centre. Cll David Cooper wondered about the difficulty of keeping records now due to the Data Protection Act. Cllr Williams said they sent forms out every year to ask people if they wanted to go on the register. In recent times the group had chased up issues such as parking at Stepping Hill. Planning Applications There were no objections
to applications HPK/2003/0484, 0499, 0513, 0527,
0538. On application 0503 for a garden centre at Albion Rd, Cllr
Ray Atkins voiced the concerns of a constituent opposite about
the lack of street parking. He noted that 13 parking spaces were
specified for the retail centre, which would make it quite small.
David Cooper indicated that it would supposedly create 3 jobs,
they should just query the parking. Town Clerk Susan Stevens stated that the hand drier in the ladies toilets had been replaced after sparking, at a cost of £200. The new councillors had some queries about items in the accounts. Election expenses from HPBC had been £3700.A £3300 load charge is due in October for the Millennium Walkway Public Works Loan. Insurance is £9600, up from around £7000 due to additional costs of public liability. The Library pays £9800 every quarter. There is a rate rebate for the Town Hall of £9000 as the rate has been reduced from £12000 to £3000. £1000 of this is suggested to be moved to pay for the new telephone system. High Lea Hall phone requires £250 to keep it installed. Some of the rebate may cover the rent shortfall at the Heritage Centre. Matters Arising from Previous Minutes Traffic calming at Bridge St - the Traffic Officer of Highways North West (Marie O'Donnell) sent someone to look at the site. A report now has to go to DCC. They have admitted some concerns. Cllr Williams said that double parking makes the road effectively one way. Parking takes place on the speed humps. Lorries to the saw mill have difficulty. An accident may eventually be caused. Susan Stevens thought there should be some sort of 'give way' sign. Town Hall windows - a Public Works Loan has been applied for and contract arranged (not local). Budget Report The rate rebate of £9000 was reiterated - Susan said it arose from an 80% reduction due to charitable status on the Town Hall. DALC (Derbyshire Association of Local Councils) had recommended a contingency fund be formed, made possible without raising the precept. Some of the saving could be diverted to High Lea Hall, where there is only £410 in the maintenance budget and Leisure & Parks have a £2000 requirement for security. At this point the public were asked to leave while the Council discussed financially sensitive matters. |
